[tcpdump-announce] errors with 0.5 libpcap release files

  If you received a tar file in the past week which unpacked as
libpcap_0_5_rel2, instad of libpcap-0.5, then please either rename
it, or go back to the web site and download again. The new tar
file is named libpcap-0.5.2.tar.gz. It unpacks into libpcap-0.5,
such that tcpdump will properly find it.

  If you have been having problems, please try this.
